Shamrock Communications, Inc.

Churchill County, NV

Shamrock Communications, Inc., a Pennsylvania corporation, hired Lumos to assist with the permitting of a 1446’ tall communication tower on Bureau of Land Management managed land located near Nightingale, Nevada. Lumos provided civil engineering, survey and permit assistance. Lumos was the client contact and liaison for the NEPA review process, coordinated the environmental consultants, met and negotiated with BLM, and assisted in resolving issues associated with the preparation of the Environmental Assessment. As part of the BLM process, Lumos prepared the initial right-of-way application, prepared visual simulations, coordinated site visits and worked with the environmental consultants to define the scope of the project and mitigate impacts. Lumos attended meetings with BLM and environmental consultants throughout the process and assisted with the Monitoring Plan preparation. Additionally, Lumos prepared foundation plans for the building and a site plan for the overall project. Lumos assisted Shamrock with obtaining a special use permit and building permit from Churchill County and provided all survey services, including the preparation of legal descriptions and easement documents.

“Protecting Your Aquifer” Silver Peak Community Water System

Esmeralda County, Nevada

Lumos has had a working relationship with Esmeralda County since 1998 to provide public works engineering services on an as-needed basis in this rural central Nevada county. In this capacity, while creating a Wellhead Protection Plan (WHPP) for the Silver Peak Community Water System, which serves a rural community of about 250 residents, Lumos used GIS to create maps that demonstrate modeled groundwater aquifers and a poster that depicted the wellhead protection information to Silver Peak residents in an easily understood visual graphic format.

Mexican Dam Property/Chinese Workers Museum/Wilson Properties

Carson City, Nevada

The Carson City Parks & Recreation Department requested Lumos to conduct a Phase I Environmental Site Assessment in conjunction with the City’s purchase of 64 acres along the Carson River (Mexican Dam) and on three separate properties that total over 170 acres (Wilson/ Museum). The proposed property use (open space recreation) made essential the identification of significant areas of recognized environmental conditions, such as the presence of any hazardous materials. The City must consider environmental assessment issues ranging from remote access to associated historic landfills as part of the acquisition process for these properties.

Red Rock Mill, Infrastructure Materials Corporation

Mina, Nevada

Lumos currently is providing permitting, regulatory support, and engineering design services for Infrastructure Materials Corporation’s Red Rock Mill Facility, located ½ mile northeast of Mina. Lumos is developing the Plan of Operations and Reclamation Plan for the project as required by the BLM Surface Management Regulations. Lumos work tasks involve evaluation and design of a 250-ton-per-day processing facility, an Environmental Assessment (EA) of the impacts of the proposed project, tailings facilities design, completion of Air Quality Permits and Water Pollution Control Permits, and geotechnical engineering site evaluations.

Columbus Mine, Ireland Inc.

Coledale, Nevada

Lumos provided services, including filing a renewal and minor modification application, for the Columbus Mining Operation’s Water Pollution Control Permit. Other work involved the design of a company-owned trailer court, design and permitting of a commercial septic sewer system, design of a water system (including treatment), tailing pond designs, and secondary containment designs and inspection for several components of the milling process. Lumos also is the agent of record for all of the mine’s water rights.

Truckee Canyon Properties

Mustang, Nevada

This 55-acre industrial subdivision is composed of 14 developed parcels with uses that vary from a convenience store/gas station to a construction company office, shops, and freight/storage yards. Lumos provided site planning (parcel and subdivision mapping) and infrastructure planning and design, including the road network, water system expansions, and drainage facilities. In addition, we provided an Environmental Assessment (EA) of the impacts of a proposed pipeline on a portion of the site, and participated in the planning and design of individual lots for development. Currently, Lumos is engaged in a major expansion of the water system, which will include the construction of a 750,000-gallon water storage tank and approximately 6,500 LF of transmission/distribution water mains. This water system expansion will enable development of over 170 acres, and future system improvements could increase the developable land to over 400 acres.
