Shamrock Communications, Inc.

Churchill County, NV

Shamrock Communications, Inc., a Pennsylvania corporation, hired Lumos to assist with the permitting of a 1446’ tall communication tower on Bureau of Land Management managed land located near Nightingale, Nevada. Lumos provided civil engineering, survey and permit assistance. Lumos was the client contact and liaison for the NEPA review process, coordinated the environmental consultants, met and negotiated with BLM, and assisted in resolving issues associated with the preparation of the Environmental Assessment. As part of the BLM process, Lumos prepared the initial right-of-way application, prepared visual simulations, coordinated site visits and worked with the environmental consultants to define the scope of the project and mitigate impacts. Lumos attended meetings with BLM and environmental consultants throughout the process and assisted with the Monitoring Plan preparation. Additionally, Lumos prepared foundation plans for the building and a site plan for the overall project. Lumos assisted Shamrock with obtaining a special use permit and building permit from Churchill County and provided all survey services, including the preparation of legal descriptions and easement documents.

Rural Planning

While the West has plenty of big cities, it also has open spaces, tiny towns, and sparsely populated counties. Rural and Tribal communities generally have limited resources, and rarely have staff planners. For these clients, Lumos can offer a range of planning and multidisciplinary services that range from Feasibility Studies to Master Plans. We even helped a locale purchase a bus for its transit program! In one project, Eureka County (NV) contracted with Lumos to prepare a Feasibility Study for the Ruby Hill Mine County Historical Park. We researched the history of the Ruby Hill site; performed a survey of similar historic mining parks and an analysis of cultural and historic tourism with an estimate of the tourism impact of such a park on the County; researched potential costs of park development and operations and potential funding sources; and provided a recommendation to the County based on these elements.

BLM/BOR Right of Use

In Nevada, many developers need to obtain approvals from the Bureau of Land Management (BLM) or Bureau of Reclamation (BOR) to cross or utilize public lands. Lumos’ planners have experience in working with the BLM and BOR to obtain the necessary approvals. These approvals include road access easements, temporary storage areas, and communications towers. Lumos can assist you from start to finish including preparation of applications, survey, environmental assessments, and negotiations with BLM and BOR. Lumos’ planners work with local BLM and BOR field offices throughout the state.

Our projects are diverse and cover a wide range of uses. We helped obtain easements for an upgrade to a municipal water system, which required BLM, BOR, and NDOT approval, in addition to a SUP from the City of Sparks. Lumos is also assisting a multimedia company with a communications tower.

We have provided a host of entitlement assistance in Nevada and California to private developers and public entities, including Master Plan Amendments, Development Agreements, Development Handbooks, Special Use Permits (SUPs), and Variances. We also offer project management services to ensure your project is completed on time and on budget.

Recent projects include SUPs for Carson City Parks and Recreation Department, Sierra Nevada Teen Ranch, and Taco Bell. Large-scale projects include Matthews Homes, a planned unit development in Hazen, Nevada, that includes 2200 homes, 10 acres of commercial development, and 440 acres of industrial development.

Tribal Planning

Lumos has a long history of working with Tribal communities in Nevada and California to help them create transportation solutions that improve communities’ quality of life and provide full compliance with associated regulations. Our multidisciplinary staff is experienced in developing land use and transportation plans, performing Road Inventory Updates and Long-Range Transportation Plans as required by the Federal government, and providing assistance with feasibility studies and grant applications. Lumos also can assist Tribes in accomplishing their infrastructure and environmental program goals by providing grant writing and technical assistance necessary to meet their regulatory and project-specific goals in a timely, cost-effective manner. Our plans often result in Bureau of Indian Affairs grants that provide road improvements for rural Tribal communities with limited resources.

Transportation Design Project: Annie’s Glen Bikeway

Chico, California

Lumos recently completed the design for the Annie’s Glen Bikeway project, a Class I bicycle/ pede-strian path located near the center of Bidwell Park in downtown Chico. The pathway is designated a “Safe Routes to School” project, enabling and encouraging children to safely walk and bike to school. Funding has been approved to build a bicycle and pedestrian underpass to reconnect Annie’s Glen to Bidwell Park, which was separated from the rest of Lower Park when the Pine Street Bridge was built.

The project consists of a paved bicycle/pedestrian path, a 100’ long x 10’ high x 12’ wide precast reinforced concrete box culvert undercrossing, and a 12’ wide pre-fabricated steel bridge nearly 100 feet long. Lumos provided topographic surveying, geotechnical investigation, utility potholing, design, and construction documents.
